Joe Mooney

Joe MooneyJoe Mooney retired from the Racine Police Department in 2005 after 31+ years of service. Joe spent the bulk of his career as a detective handling investigations ranging from sexual assault, child abuse, and drugs to homicides and fire investigations. Before becoming a detective, Joe was a certified Evidence Technician trained at the Chicago Police Department and through the Wisconsin Division of Criminal Investigations. He worked on the department’s Major Crimes Unit as both an Evidence Technician and later as a detective. Joe has served as the lead investigator on many “major” crimes investigations.

He spent several years on the Racine County Arson Investigations Unit and served as the unit’s chairperson for two years. He has received extensive training as a detective and has years of practical experience in the field. He has taught classes at Gateway Technical College as well as numerous “in-service” classes to local area law enforcement officers. He finished his career with the Racine Police Department as a Sergeant supervising officers on the second shift.

Robin Jacobsen

Robin JacobsenRobin Jacobsen was employed by the City of Racine Police Department for 33 years. He began his career in 1975 as a civilian with responsibilities that included subpoena service. He went on to serve as a patrol officer for 13 years. Robin’s duties included preliminary investigations of criminal, civil, and traffic incidents. He was an Evidence Technician and a trainer in Defense and Arrest Tactics. Robin was promoted to the rank of detective in 1990. He was assigned to the Juvenile Unit, the Sensitive Crimes Unit and the Crimes against Persons Unit investigating child abuse, sexual abuse and sensitive crimes . Robin was a drug investigator in the Street Crimes Unit and a lead detective on the Major Crime’s Unit.

Robin’s specialty and expertise was in the area of gang crime. He was a gang detective for the majority of his career in the Investigative Division. Robin has made more than 100 appearances as a public speaker on the subject of Street Gangs. He has instructed judges of the circuit court, attorneys of the Public Defender’s Office, probation officers, educators, and law enforcement officers. He was certified as a gang expert in the Circuit Court of the State of Wisconsin. He was deputized by the FBI, the US Marshall’s Office, and the Racine County Sheriff’s Department. He retired in 2008 as the senior investigator of the Greater Racine Area Gang Task Force.
